Here is a fascinating article from the New Yorker regarding the policy foundations that led to the Abu Ghraib abuse scandal. The article, by Seymour Hersch, lays responsibility for the scandal at the feet of Secretary of Defense Donald Rumsfeld.
The article opens with the following: "The roots of the Abu Ghraib prison scandal lie not in the criminal inclinations of a few Army reservists but in a decision, approved last year by Secretary of Defense Donald Rumsfeld, to expand a highly secret operation, which had been focussed on the hunt for Al Qaeda, to the interrogation of prisoners in Iraq." That is a quick summary of the entire article, which implicates Rumsfeld in the whole mess. More pointedly, the article lays particular blame on Under-Secretary for Intelligence Stephen Cambone. This scandal is far from played out and by the time the dust settles, I doubt we will see Stephen Cambone in his current position. Rumsfeld's position is also not as secure as it was last week when after apologizing in testimony before Congress.
